The chart refers only to the danger to freezing flesh. The more immediate danger at this temp is hypothermia; in some ways more dangerous than freezing flesh, because of its insiduous onset, mind numbing effects, etc. It doesn't have to be very cold, certainly not down in the 30s or 40s, to suffer hypothermia.
