Hmmm ... not to be a smartass, but I would say it is the low temperature... The operative temperature should be the same, right, and that means when starting from "cold", it has to become warm first. Using enrichener and stuff to make the mixture somewhat richer before the temperature rises. Now, if the starting temperature is, say, 20 degrees lower than in the summer, that would implicate you need more enrichener and stuff, and you probably do not have more than one fully-out position on the enrichener... ;-) When I fire my bike up in the winter, it is a lot harder to start and needs more sitting on its own until it will allow me to ride away on it.
