After top end rebuild the engine should be slower to turn over until it
has a few hours.
The 10 : 1 compression should not cause problems unless the starter is
weak or battery is weak.

It seems the starter is turning the engine, but not fast enough to start.
Check the battery cables are secure. Also check the battery volts when
trying to start, if volts drop below 10 your battery could be weak.

Worst thing it could be is pistons too tight in cylinders.
