I'm trying to register 1965 XLCH engine in new aftermarket Paugcho rigid
frame.  State of Massachusetts says its now a 2004 bike and must meet all
regs, like turn signals etc., and register it with the new frame ID#. A
1965 never had turn signals, they weren't required until 1973.  My
understanding is that pre 1970 Harleys didn't have frame#'s only engine
VIN # so I should be able to use that # to register bike and call it a
1965 "custom".  Does anyone know the exact Federal law regarding pre 1970
VIN #'s.  I've tried to search the web, and I have a lot of good info but
I need an official looking piece of paper from a Gov't agency to wave in
there face and say here- look at this. Thanks for your help.
