I'm not sure if this will fix your problem, but when I had carb problems
with my 1991 Sportster I trashed the CV carb and put on a S&S shorty E.
Best thing I ever did for the bike.  It runs nice below 2,000 RPMs, whereas
with the stock carb it used to chug along.  Runs good in the other power
ranges too.
